Whistleblowing, Fair Work Agency and external reporting
Introduction
This policy applies to Employees and workers raising protected or regulatory concerns; contractors may use the internal route.
Protected disclosures
Workers are encouraged to report suspected crime, breach of legal obligation, miscarriage of justice, danger to health and safety, environmental damage, concealment or other qualifying public-interest wrongdoing. From 6 April 2026, the framework expressly strengthens protection for whistleblowing about sexual harassment.
Internal routes
Raise concerns with a manager, HR, Compliance, director, either joint employer or confidential portal route. If the concern involves that person/entity, use an alternative. Provide facts and evidence but do not conduct a covert investigation or take personal risk.
Confidentiality and non-retaliation
PGS protects identity as far as possible but cannot promise secrecy where investigation, safeguarding, legal disclosure or fairness requires sharing. Anonymous reports are considered but may be harder to investigate. Retaliation is prohibited. An unsubstantiated concern is not misconduct unless deliberately fabricated in bad faith.
Fair Work Agency
The Fair Work Agency began operating on 7 April 2026 as the state regulator for employment agencies and businesses in Great Britain. It can investigate missing contracts, KIDs or written assignment details, unlawful fees, withheld agency pay and other Conduct breaches. Internal reporting does not prevent a lawful report to the FWA, HMRC, HSE, professional regulator, police or prescribed body.
Time limits and advice
Internal processes do not normally stop statutory limitation periods. Employment Tribunal time limits increase for most claims from 1 October 2026 under commencement legislation. Obtain Acas or legal advice promptly where a claim may arise.
